Visų pirma reiktų apsibrėžti, kas yra tas elektrinis dviratis. El. dviratis - tai dviratis su el. varikliu, kuris padeda dviratį įbėgėti iki 25km/h greičio ir atsijungia. Tokio dviračio variklis veikia tik tuo atveju, kai yra minami pedalai ir gali turėti įkalnės bei transportavimą asistuojančią funkciją, kuri padeda vežti dviratį neminant pedalų 6km/h greičiu. Tokie dviračiai paprastai jau turi savo išskirtinį pavadinimą Pedelec ir jų variklio galia neviršija 250W. Šių dviračių saugai yra išleistas specialus standartas LST EN 15194:2009+A1:2012 Pedalinės transporto priemonės. Pedalinės transporto priemonės su elektros varikliu. Dviračiai su elektros varikliu. Pagal Saugaus eismo įstatymo pirmojo skirsnio - BENDROSIOS NUOSTATOS- 2 straipsnį, pagrindinės šio įstatymo sąvokos: 10 punktas: Dviratis – ne mažiau kaip du ratus turinti transporto priemonė, varoma ja važiuojančio asmens raumenų jėga, naudojant pedalus ar rankenas. Neįgaliųjų vežimėliai prie dviračių nepriskiriami. Taip pat, to paties įstatymo 36 punkte “Motorinis dviratis” – transporto priemonė, kuri turi ne mažiau kaip du ratus ir vidaus degimo variklį ar elektros variklį, kurių didžiausioji naudingoji galia ne didesnė kaip 1 kW ir kurios didžiausiasis projektinis greitis ne didesnis kaip 25 km/h. Taigi, Pedalec el. dviračiai, kurių išvystomas greitis yra 25Km/h ir kurie neveikia neminant pedalų atitinka sąvoką dviratis, o transporto priemonės, kurios gali važiuoti neminant pedalų, naudojantis akseleravimo rankenėle ir išvysto ne didesnį greitį, negu 25 km/h , yra motoriniai dviračiai. Pagal Reglamentą (ES) Nr. 168/2013 "Dėl dviračių ir triračių transporto priemonių bei keturračių patvirtinimo ir rinkos priežiūros", motoriniai dviračiai turi turėti tipo atitikties sertifikatus ir praeiti tipo atitikties procedūras.
Visos kitos transporto priemonės, kurios gali išvystyti didesnį nei 25km/h greitį, nėra dviračiai. Jie skirtingai pagal savo savybes yra priskiriami motorinėms transporto priemonėms ir jiems galioja motorinių transporto priemonių kelių eismo taisyklės bei prievolės.
Vakarų Europoje stipriai ėmė populiarėti ir greitieji el. dviračiai "Speed Pedalec" arba "S-Pedelec" minant pedalus padedantys pasiekti 45km/h greitį ir tada atsijungti. Jų saugai reglamentuoti yra ruošiamas specialus standartas. Tokių dviračių, o tiksliau motorinių transporto priemonių reglamentavimas ir prievolės labai skiriasi įvairiose šalyse ir, norint priimti bendrą standartą, kyla daug iššūkių, tačiau derinimas vyksta ir tikėtina, kad toks dokumentas greitu laiku atsiras. Kol kas yra vadovaujamasi motorinių transporto priemonių (motorolerių) saugumo reikalavimais ir prievolėmis.
Grįžtant prie Lietuvos, taip vadinami S-Pedelec atitinka elektrinio motorolerio apibrėžimą ir priskiriami L1e kategorijai. Taigi, įsigijus S-Pedelec, kuris padeda įbėgėti dviratį daugiau negu 25km/h, atsiranda ir tam tikros prievolės:
Dabar grįžkime prie Pedelec, kurie padeda pasiekti 25km/h. Tai yra tikrų tikriausi el. dviračiai ir jiems galioja dviratininkų prievolės ir kelių eismo taisyklės, jiems nėra privalomas Tipo atitikties sertifikavimas pagal Reglamentą (ES) Nr. 168/2013 "Dėl dviračių ir triračių transporto priemonių bei keturračių patvirtinimo ir rinkos priežiūros", 2 straipsnio 2 dalies “Šis reglamentas netaikomas šioms transporto priemonėms:” h punktą: “minamosioms ratinėms transporto priemonėms su pedalais, kuriose įrengtas pagalbinis elektrinis variklis, kurio didžiausia nuolatinė vardinė galia yra 250 W arba mažesnė, kuris išsijungia, kai dviratininkas nustoja minti pedalus, o kitais atvejais jo galia palaipsniui mažėja ir jis išsijungia transporto priemonei dar nepasiekus 25 km/h greičio;”. Jais galima važinėti dviračių takais, jų neprivaloma drausti cviline atsakomybe, jų neprivaloma registruoti Vį Regitra.
El. dviračiai pagal konstrukciją būna su varikliais priekiniame rate, galiniame rate ir centrinėje rėmo dalyje, miniklio veleno vietoje. Dauguma pigesnių miestui skirtų dviračių varikliai būna priekiniame rate. Tai pigesnės konstrukcijos variatas ir jį labiau gamina Taivano ir Kinijos el. dviračių sistemų gamintojai. Pagrindinis šios sistemos minusas yra tas, kad negalima gaminti itin stiprų sukimo momentą turinčių variklių, nes gali neatlaikyti stipinai ir priekinės šakės auselės. Taip pat priekyje esantys varikliai netinka kalnų tipo dviračiams, nes kopiant į kalną svorio centras pasislenka į galą ir toks priekinis ratas prabuksuoja, o vairavimas tampa sudėtingas. Lygiai taip pat esant slidesnei dangai, pvz. šlapiems lapams, priekinis ratas prabuksuoja ir dviratis tampa nestabilus. Dviračiai su varikliais galiniame rate turi tuos pačius minusus kaip ir su priekiniame rate, tačiau čia priešingai kopiant į kalną dėl pasislinkusio svorio centro ir varomos jėgos yra galimybė apsiversti ir, keldamas priekį variklis labai apsunkina vairavimą ir dviračio valdymą.
Taigi, jeigu renkatės el. dviratį miestui, varikliai ratuose yra šiek tiek pigesnė išeitis, tačiau, jeigu norite važinėti miškais ar kalniukais, tai tikrai nėra tinkamas variantas. El. dviračiai su centre esančiais varikliais yra pranašiausi. Jų svorio centras yra dviračio geometriniame centre, šių variklių perduodama jėga yra grandinės pagalba, taip pat kaip ir paprastame dviratyje, todėl ratai ir visi kiti važiuoklės komponentai gali būti keičiami taip pat kaip ir įprastam dviračiui. Populiariausi šių sistemų gamintojai- tai Bosch, Yamaha, Shimano Steps, TranzX. Visi šie ženklai- tai jau spėję įsitvirtinti ir gerai užsirekomendavę el. dviračių rinkos dalyviai.
Šiuo metu galima sutikti nemažai el. dviračių komplektų paprastų dviračių perdarymui į elektrinius ir netgi dažnai daug galingesniais varikliais ir jų išvystomais greičiais. Pagrindinė šių komplektų bėda yra ta, kad jie yra pigūs Kinijos ar kitų pigių Azijos šalių gaminiai, pagaminti nesivadovaujant jokiais saugumo standartais. Problema yra ta, kad žmogus, įsigijęs tokį koplektą, tampa pats atsakingas už savo sukonstruotą transporto priemonę. Dažna bėda yra ta, kad galingi varikliai įmontuojami į dviratį, kurio visi kiti komponentai nėra pritaikyti el. dviračiui. Čia ir susidaro grėsmė saugumui. Dažnai pasitaiko atvejai, kai įdėtas priekinis ratas su varikliu į paprasto dviračio šakę, pradėjus važiuoti ratą laikančios šakės auselės nulūžta, ratas iškrenta ir galima itin skaudžiai susižaloti. Kita itin opi problema - tai tokių komplektų ličio jonų baterijos. Jos, siekiant išlaikyti pigią kainą, yra daromos be celių perkaitymo kontrolės modulių, kurie apsaugo bateriją tiek įkrovimo metu, tiek esant iškrovai nuo savaiminio užsidegimo-sprogimo. Šių komplektų varikliai dažnai yra itin galingi, o tam, kad dviratis važiuotų dažnai nereikia net minti pedalų, tokiu atveju momentinis energijos eikvojimas iš baterijos yra labai didelis, priešingai negu normalaus Pedelec. Esant staigiai dideliai iškrovai ličio jonų baterijos celės ima stipriai kaisti, ir jau pasitaikė ne vienas atvejis, kai baterijos užsiliepsnojo ar sorogo, taip sužeisdamos dviratininką. Taigi gamykloje pagamintas Pedelec yra brangesnis todėl, kad jis yra gaminamas pagal standartą, jo visi komponentai, įskaitant net ir padangas, yra pritaikyti el. dviračiui, jie turi tinkamas apsaugas nuo galimų staigių iškrovų, gamintojas yra atsakingas už pagaminto produkto saugą ir suteikia el. dviračiui garantijas. Be to, tokius dviračius galima lengvai remontuoti, vykdyti priežiūrą bei kompiuterinę diagnostiką.
Revoliucija el. prietaisų naudojime padarė atsiradusios ličio joų baterijos, kurios pakeitė švino nikelio baterijas. Jų negalima siųsti paštu ar skraidintis lėktuvu be specialios dokumentacijos. Ilgai nenaudojant, pvz. paliekant bateriją žiemai, jos negalima palikti įjungtos nuolat krautis. Ją būtina kartą į mėnesį patikrinti, ar nėra visai išsekusi ir palikti žiemoti, įkrovus 70-80%. Taip pat nederėtų palikti pilnai pakrautos baterijos, nes sulėtėja jos vidinė reakcija. Aktyviausiai vidinė reakcija vyksta esant 50% baterijos įkrovimui. Ličio jonų baterijos neturi fizinės atminties, t.y. jeigu baterijai suteikiama 500 pilnų įkrovimo ciklų garantija, ciklu nėra laikomas dalinis iškrovimas. Pvz. jeigu jūs vienu važiavimu išeikvojote 30% baterijos energijos, paskui pakrovėte ir tada išnaudojote 70% baterijos energijos ir vėl pakrovėte, tai ciklas bus užskaitytas kaip 1, o ne 2.
